Any Federal agency can identify work well-suited to A3T — a certified Service-Disabled Veteran-Owned Small Business (SDVOSB) and Woman-Owned Small Business (WOSB) — and award it directly to A3T on a sole-source basis, without running a full competitive solicitation.
Under FAR 19.1406 (SDVOSB) and FAR 19.1506 (WOSB), a contracting officer can make a streamlined sole-source award for professional services when the anticipated value (including options) is within the program ceiling — currently $5.0M for SDVOSB and $5.5M for WOSB on services/IT (non-manufacturing) requirements — the officer does not reasonably expect two or more eligible small businesses to compete, A3T is a responsible contractor, and the price is fair and reasonable.
Unlike the 8(a) program, SDVOSB and WOSB sole-source awards require no SBA offer-and-acceptance step, shortening the path to award.
Typical steps for a sole-source award to A3T:
When an agency identifies a small business like A3T — a certified SDVOSB and WOSB — that it expects to use on a recurring basis for specialized cybersecurity work, it can establish a direct (sole-source) Indefinite Delivery / Indefinite Quantity (IDIQ) contract under FAR 19.1406 (SDVOSB) or FAR 19.1506 (WOSB), then issue task orders against it as needs arise.
This is cost-effective for the agency: a single IDIQ removes the time and expense of competing each task order individually, and it is far quicker and less resource-intensive to put in place than a competitive IDIQ.
A direct-award IDIQ is established using the same conditions described above, with one program limit to plan around: the dollar ceiling applies to the contract's total anticipated value — all orders and option periods combined — currently $5M for SDVOSB and $5.5M for WOSB on services/IT (non-manufacturing) requirements. As long as the IDIQ's expected aggregate value stays within that ceiling, the agency can award it directly to A3T and order against it as work arises.
An agency with recurring requirements can also put a Basic Ordering Agreement (BOA) or Blanket Purchase Agreement (BPA) in place directly with A3T — a certified SDVOSB and WOSB — and then issue orders against it as needs arise, without competing each order separately.
A BOA is a written instrument of understanding, negotiated between the agency (its contracting activity or contracting office) and A3T, that establishes in advance:
A BPA works similarly, as a simplified method for filling anticipated repetitive needs. In both cases, each order is placed directly with A3T under the agreement's pre-negotiated terms — giving the agency a fast, low-overhead path to follow-on work.
