A3T founding principles bring over 35 years of experience in federal government service.
As the pioneering Founder, Ms. Belinda Estelle Lowe has served as President and CEO of A3T since its inception in 2013, guiding the overall corporate vision and strategy for the company. Ms. Lowe has successfully moved Agil3 Technology Solutions, LLC from a vision state to a highly sought after Defensive Cyber Security and IT services company that delivers innovative, adaptive, and responsive enterprise solutions to mission-driven customers CONUS and OCONUS.
Ms. Lowe, as an active duty service veteran in the U.S. Army, is a seasoned innovative technology leader with more than 20 years expertise across a broad range of Federal markets. She has proven expertise and consistent success in developing and implementing results-driven business strategies and aligning technology solutions with mission-critical requirements. Ms. Lowe also served in various leadership positions at Lockheed Martin, L-3 Communications, NCI Information Systems, and small companies. She has successfully directed multibillion-dollar programs and engagements, including $100 million+ initiatives in the areas of operations, business development, and various information technology and cyber security domains.
Ms. Lowe has a Master’s in Business Administration (MBA), Post Graduate Executive Leadership at Harvard Business School (HBS), a Bachelor of Science degree in Business Management and Administration from the University of Maryland, University College in College Park, MD, and holds a Project Management Professional (PMP) certification. Active in a number of professional and service organizations, Ms. Lowe has served on the Board of the Belvoir chapter of the AFCEA and is a member of the association’s Northern Virginia chapter. She is a supporter of Women in Technology (WIT), Executive Women in Government (EWG), National Management Association (NMA), and the National Black MBA Association, Inc.
Lucious B. Morton serves as Senior Vice President of operations at A3T. Reporting to the CEO, he is responsible for strategic growth, planning, and support operations of the company. Mr. Morton is a retired Army Colonel with over 27 years of military expertise in leadership and management, resulting in a distinguished career in Communications and Information Management. He served in a variety of command and staff assignments in the United States and abroad.
Mr. Morton has an extensive background in Network and Systems Integration, Terrestrial and Satellite Communications, Information and Cyberspace Operations, and Virtualization and Applications Hosting. Employing superior communications and interpersonal skills, Mr. Morton understands how to take clients from requirements development to operational production, resulting in high levels of customer satisfaction. He has also served at both the Department of the Army and Joint Staff levels. His military career culminated as the Chief Information Officer (CIO) for the U.S. Army Training and Doctrine Command (TRADOC), a $1 billion organization spanning over 16 stateside locations and 38,000 employees.
Mr. Morton has a Bachelor of Science degree in Electrical Engineering Technology from South Carolina State University, Orangeburg, SC and Master of Science degree in Computer Science from the Naval Postgraduate School, Monterey CA. He also holds a Master of Arts degree in Military Strategy from the Army War College, Carlisle PA. Active in a number of professional and service organizations, Mr. Morton’s membership affiliations include the Armed Forces Communications-Electronics Association (AFCEA), the Association of the United States Army (AUSA), the US Army Signal Corps Regiment, and the National Defense Industrial Association (NDIA).
Mr. Dennis is directly responsible for oversight and management of all contract operations at A3T. With over 35 years in contract management and business operations management experience in both federal government and private industry, he has managed federal contracts valued at over $200M.
Prior to joining A3T and while serving as a Government Contracting Officer, he was a member of the multi-agency task force that developed the Federal Acquisition Regulation (FAR). Mr. Dennis possesses expert knowledge of FAR, DFARS, DCAA, protest process, GSA Schedules and government procurement principles, and has significant experience in preparing bids and proposals and negotiating and administering various contract types. Mr. Dennis performed contracts services with several companies with diverse competencies, to include IT Services and Supply, OEM Manufacturing, Intelligence Community Support Services, and Administrative/Technical Support Services. He has significant expertise taking small businesses to the next level, as demonstrated when he helped to establish GTSI in the federal marketplace upon the company’s formation.
Mr. Dennis has a B.S. in Business Administration from George Mason University in Fairfax, VA, and holds various Government and Industry certifications/training. This includes Government Contract Administration, Government Quality Assurance Evaluation, Defense Cost & Price Analysis, Government Customer Integrated Automated Purchasing, ADP (IT) Procurement in the Federal Government, Federal ADP (IT) Procurement, and National Contract Management Association courses.
Ms. Hakenson is responsible for various support operations at A3T, to include Financial Management, Accounts Receivables and Payables, Invoicing, Budget formation and management, ensuring final or intermediate cost objectives are achieved, and Human Capital Management. With 23 years of experience working with the Federal Government and Industry, she brings innovative accounting, budget and employee relations solutions to the company.
Ms. Hakenson has extensive experience in conforming to generally accepted accounting principles (GAAP), ensuring finances are managed responsibly, and that accounting systems are compliant for government contracting purposes. This includes preparing financial performance reports, program operating budgets, and human capital management / personnel staffing solutions. Prior to joining the A3T Team, Ms. Hakenson served in various management roles in finance, budget, and at the U.S. Department of Agriculture, to include Deputy Director of the Budget Division, Supervisory Program Analyst, and a Budget Analyst.
Ms. Hakenson has an A.A. in Business Administration from the Northern Virginia Community College, Woodbridge, Virginia, and various coursework in Finance and Accounting, Business, Management and Finance, and Cost Accounting and Finance.
